You DO know that you can regrow grass in City Folk, right?
How? I heard that it happened from not playing, but I have literally barely touched my CF game since November of 2008 and I haven't seen any grass regrowing at all.
You plant flowers and trees.

Gold roses work best for restoring grass and they require no watering. Plant a few gold roses in a bare area and avoid walking in it for several days. Your grass will grow back in no time.

That is waaaayyyy too much work. But it doesn't matter, I don't play City Folk, so I honestly couldn't care less. I just don't want it in AC:3DS. It was pointless and a ton of people hate it. I don't necessarily hate it, but I prefer not having it. I was happy that CF took back the more grassy look of the GCN version, but then it wore away. =/
Sounds like you failed to win the grass mini-game in ACCF.
If it returns in in the 3DS version, it will give you another chance to succeed.
You do know that those 300 bells scam is pretty old now now that everyone knows what they are.
