error code: 018-0512 - help?

Hello! I apologies beforehand if I am posting this in the wrong forums. I had a good look around and I'm not sure where to post this.

I'm needing some help with error code: 018-0512.
I've been okay with not visiting my friends or letting anyone visit my town for a while now but I really want to do these things, but the error is just too in the way.
I have looked at the website to try fix this problem. I've been everywhere, but I just can't seem to fix it.

Upon looking on this website - http://www.nintendo.com/consumer/wfc/en_na/ds/results.jsp?error_code=018-0512&system=3DS&locale=lang
i've been following the instructions but when I test the internet connection it tells me 'Another device is using the same IP adress, so the connection was refused.'

Help?

Important information:
IP Adress: 192.168.001.254
Subnet Mask: 255.255.255.000
Gateway: 192.168.001.254

Primary DNS & Secondary DNS is what it says on the site.

I will really appreciate any help at all, I've been stuck on this problem ever since new years eve ' u '

I had this problem yesterday too and it fixed itself within 15 mins. I was also quite surprised because it's the first time I encountered it but some people said you get it from time to time and it's most likely something on Nintendo's end.

Sorry, I think I was getting a slightly different error. For me, I couldn't connect to the Friends List but the Internet in the e-shop and the browser was working just fine. I didn't do anything to fix it - it just fixed itself in about 15 mins.

I just reset my router and wait till it turns on again and my 3DS internet connection works again. I haven't had a problem like this in months.

Yup, I've been struggling with it since New Year's.

Ik this problem it's about routers if the person ur visiting has a did router I won't work
