Entering Reset Center?

Can someone explain to me how you enter the Reset Center? I've read threads on gamesfaq that it's open at 8pm the day after a rainy day (when the next day is clear), so I waited around it at 8pm in those conditions and nothing happened.

I guess I'm not fully understanding how you enter it, so if someone could give me some tips, I'd really appreciate it. Thank you!

Even after these conditions, there's only a chance that'll it'll be open. You can only get in after a rainy day and on a clear day, sure, but that doesn't guarantee that you will.

Thank you. So my best bet is to keep checking everyday at 8, just in case, huh?

I read somewhere that it can be pretty random as well. So checking everyday would probably be your best bet, yeah.
