I haven't seen Celeste on my own island in over 2 weeks. I have been going to other people's islands for their Celeste because she hasn't been on my island in forever. Was just wondering if me visiting other people's Celeste is what is affecting my own Celeste not visiting my own island?

She doesn't appear too frequently... 2 weeks seems about right from my experience. I would try to visit other islands after 7pm if possible. Check your island first, and if she's not there, visit her elsewhere.

Based on my experience, it does not. I visited someone's island for her the other day, and that night, she was at my island. However, she did not give me any recipe since I already got one.

I have visited Celeste at one night on other island, and I saw Celeste on my island the next night. All of this occur on the same week.
But I couldn’t get a diy from Celeste when she is on my island and she acts like I have gotten the diy. I am thinking maybe the game registered that this week I already got a Celeste diy previously and now I need to wait naturally until the next time and see if she can give me diy or not.

Celeste can only ever visit you once a week, seeing her in other towns doesn't affect this.
Also she only appears on clear nights, meaning no rain and a clear view of the sky (a small amount of clouds is fine). In other words it needs to be meteor shower weather but there doesn't actually have to be a meteor shower for her to appear.
If there are multiple nights like that in your week then she'll just pick a random night.

and sometimes she doesn't appear for a month... i end up going to my hubby's island to get her DIYs since she appears there fairly often. it doesn't seem to affect how often she appears on mine, her visits on mine stopped at the earth day update, until i finally got an actual meteor shower last week. i haven't seen wisp since then either for that matter...
Wisp always appears every week, just make sure to check your island at 8pm or later every weekday to make sure you don't miss him.

i've search and my hubby's searched too, he's not appearing. i can live without his visits, but celeste... i want my moon! how can i get my moon if she never shows?! *sobs*.
I could craft you a moon if you want if you provide the mats

According the the Companion Guide, there's a percentage (thou very small) of meteor showers in set time frames.
However I noticed that I can have Isabelle announce a meteor shower, then one randomly show up on my island. Celesete was still there for the random one, I still got my star fragments the next day, but I don't think she gave me a recipe. I do TT alot and have already played on that day but I did it before and she still gave me a recipe. I'm convinced one of these updates made it unable to farm items.
