Try checking if there's an update for your video card. there was one for mine that caused a problem when I got TF2 but all I had to do was update my video card.
I'd also like to know why you think you would know more about whether the game would run on their friends system than a site that checks the system to see if it can.

The Radeon 1650...what the hell. Is your friend using a laptop, or is his desktop really that bad? Anyways, that graphics card can't even start up TF2. If he's going to be serious about PC gaming, he'll need a way better computer. If he doesn't want to fork over the money, than it's time for him to get a console.
The X1650 is equivalent to the Nvidia 7600GS...which isn't very powerful at all.
Scratch that, he actually might be able to play it after all. He might need to overclock his card though.
