Does letter writing contribute to your town's rating?

I know that when you talk to Isabelle before you have a perfect town, she won't say exactly what you need to do in order to achieve one. She'll always tell you that you need more PWPs, when what you really need is more trees & flowers.

However, once she did say something about the villagers not receiving letters; I did neglect letter writing for a while.

Is Isabelle just saying this? Or does letter writing have a role to play in maintaining a perfect town?
 
As far as I know, it does not. I believe letter writing only affects your friendship level with that certain villager and the letter count to a badge.
Town rating just basically depends on the town's appearance (qr codes such as paths excluded) so main factors affecting your town's rating would be the cleanliness (items on the floor and weeds), nature (bushes, flowers, trees) and pwps (there are pwps can can improve your town rating and some lower it such as the drilling rig)
 
Thanks! I thought not, because Isabelle usually says stuff that has nothing to do with getting a perfect town. :p
 
I don't think it does... Isabelle just talks about citizen satisfaction in general so she was probably giving you a tip on how to become better friends with your villagers.
