Does anyone know if this is normal for systems to do??

So earlier I took my game out of my 2DS XL and popped it into my 3DS because I wanted to keep playing that specific town while I chilled out. I've played it before and if I remember correctly never had any issues.
It set the date to 2012 which I figured was normal, so I fixed it before logging in and everything was okay. When my 2ds XL finished charging I swapped back over and the date said 2031 o.O Which... is weird since 2031? I don't know if maybe I set it that way by accident, but I'm usually really careful when fixing the time, so I can't imagine that I did it.

I ended up with one of my favorite Villager in boxes. So I quickly swapped the game over again thinking MAYBE I could save her by shifting her to one town since I had open spot. Once again I noticed 2012. I fixed it again and logged in to the same date as on the 2ds xl but my villager had already moved. Defeated, I guess, I just swapped back to my 2ds xl and again the date said 2031 - BUT I KNOW I FIXED IT!!

...I don't understand what's going on since every time I play it's set to the same exact time. Is this normal? I don't swap systems often, so I figured I'd ask.

Update:

Went to TT to an earlier hour (not date) and noticed that it said 2031 again. This time I had NOT taken my cartridge out. What on earth is going on??????
 
this used to happen with my brothers DS all the time. sometimes id put my NL cartridge in his DS and his NL cartridge in my DS whenever one would be low battery and i needed to charge it (but still wanted to play on either one of our towns) and so for some reason it was messing up his clock. my cartridge was perfectly fine, the time never changed at all, i think maybe once or twice and that was it. though it happened a lot for his, it would move up years forward and id have to switch it back. it would happen once everyday until it started to become less and less, and eventually it stopped happening. i don’t know what went wrong there. i am most definitely a time traveller as i have been for all AC games, but never came across this issue, and cant imagine that tting would be the case or else the same thing would’ve happened to my cartridge and not only my brother’s. it stopped a long while back and hasn’t happened since, i don’t know if it’ll be the same for you, you might have to wait a little while. although it sounds worse for you seeing as though it sounds like every time you save and quit and come back on the clock is messed up again. im not sure what to do in this case scenario but i hope that it’ll pass just as it did for me, i don’t think it’ll keep happening for too long so you probably don’t need to worry. it can be annoying though having to change the date every time because of this whole issue, trust me, i feel ya 😅

Yeah, it's gotten to the point where I'm flat out afraid to play any other game on my 2dsxl because it seems taking the cartridge out and putting it back in is what causes the issue. I legit don't understand. And of all dates, why 2031?! It's weird
 
i've heard of something like this happening before... i'm not sure how to fix it, but it might have something to do with the fact that New Leaf's game-specific clock is influenced by the system clock...?

I'm not sure what you've tried, but how about...
1. On your 2DS, make sure the clock in SYSTEM SETTINGS is set to today's date
2. Open ACNL and confirm that the in-game clock has today's date (and set the in-game clock correctly if it's not already)
3. On your 3DS, check the system settings and make sure that it's on today's date before swapping the game over.
4. Swap ACNL to the 3DS and open the game... If the in-game clock still doesn't say today's date then I am thoroughly puzzled
