Astrid is moving out of my town today. With her in my town I have nine villagers in town. Savannah?s plot is in town today though. The campsite has a villager in it. Is it possible to have the camping villager move to my town currently?

I don't think so, if i've understood you correctly.

I'm not sure, though you could try to get the villager to move in. If they absolutely refuse no matter what you do, then it's probably no. If they actually do move in, then you get to have them in your town.
