Do you have to meet specific requirements for villagers to start moving out?

I'm trying to start up a cycling town, I have 100% mayor approval and have set up a place to build the campsite. It's been two months IG and no one has moved out yet.

Any ideas?

As far as I know,you just need to have at least nine villagers and to have finished the tutorial dialogue if it's a new town.

need to have nine villagers. once you have nine, one will ping you to move.

I have nine. I wonder if you have to pay off your house at least once before they can move out?

I'm sure you've already done this, but I'm pretty sure you have to at least introduce yourself to each villager first.

Introduce yourself to everyone. I still have a tent in my cycling town.

Heres a trick: go forward two days. then go two back (back to the original date) run around and get someone to ping you. works for me every time.
