Do you have to have a plot open for a camper or nahh?

I opened up two plots unknowing that queenie or some random would just move in and so I want to avoid that now unless I have time for island tours yaknowb

Campers will visit your island regardless if you have an open plot or not ^^

In order to invite them to your town you need at least one open plot though, or if you have 10 villagers you can have them kick out a random one (which isn't so random if you continue to reset until they kick the villager you want).

If you have 9 villagers, there won't be a random move-in. You have to invite the 10th one in.

I tried to find an official source for you, but it seems like that's one of those things the community figured out and knows about. But apparently a void villager can move in without your approval even for your 10th plot, meaning you can get a random move in from online play.
