I really don't think it's rover but that is just me I am not sure who it is, maybe bob for all we know(it would be cool if it was kabuki just because i love him so much LOL) but anyway I just don't see it. Just because he travels doesn't mean it has to be him. It could be one of the cats that isn't even in new leaf but an older one.

idk if anyone has said this yet but a lot of people like to think that her dad is Rover, that's why her and her mother traveled so much and Katie would wander off trying to look for him at train stops instead of staying near her mom.
