Do villagers that moved in via amiibo card never move?

So, I kinda made a mistake. I moved in a lot of normal villagers. And Flurry, moved in near the town hall.
So now I want her gone. But the only villagers that asked to move are Norma and Wade. And my other 8 villagers are from me using their amiibo cards to move in never asked to move out. Since Norma and Wade are the only ones that asked to move, I'm beginning to wonder if villagers that moved in via amiibo card never move out of their town. But is that true? Someone answer this please. Thanks.

And FYI. This is my 2nd town, my main town is fine.

It looks like they don't until all other villagers move out D: BUT you can kick them by having a maxed-out town and replacing them with another amiibo move-in!

"Additional info: The NEW Amiibo-invited villagers will NOT move out/box naturally unless you have at least 9 villagers and you have no other regular villagers to move out. It has also been confirmed that, even if boxed naturally, they can not be adopted. (BIG thank you to /u/enkay__smm, /u/anewempireinrags, & /u/Unicormfarts)"

Aww what? Looks like I gotta move out Norma. She's in a pretty bad spot anyway. Thanks, though.
 
It did ask me to move an amiibo card villager, I'd literally only moved in one before and when I went to move in my second it just wanted to get rid of my first! XD but I said no and luckily it suggested the one I did want to kick out second

That's really smart Nintendo.... villagers you scan in can't move out... really smart... sometimes they don't think. So it's forcing you to buy amiibo cards.

That's mostly true. The Zelda/Splatoon/Felyne/Sanrio characters cannot be adopted even when they're boxed up. Everyone else can be when boxed up. This has been proven several times around here.
 
I think I finally have 9/10 that are amiibo move ins...so Ellie is going to be pinging a lot. I have her amiibo now though so I don't care!
 
Okay, so lemme try to ask something and hopefully it makes sense...

I already moved in half of my perma-villagers, but I was stupid and moved in the other half via Amiibo cards. Now, if I moved out ALL of my non-Amiibo villagers and filled my whole town with card-scanned villagers, would they then start pinging to move out?

I would think so. There's no other option. I'm one villager away from finding out but don't feel like finding out right now.

Okay, that's good. Looks like the unadoptable amiibo villagers can ping to move out instead of being permanently stuck in your village unless you use another amiibo... I wonder how it's determined when one of them will ping you. I'm 5/5 in my village right now. None of the amiibos have pinged. It must happen when there's a majority of them.

I do understand why Nintendo made it like this, though. If you were to scan in one of your favorites (let's say Stitches) and have him move in, then make it so you don't have to worry about losing Stitches to time traveling or cycling if he rarely asks to move out.
