Do you mean the July 3rd update? If so I would assume that whenever Nintendo releases the update it will be available to everyone to download whenever they want to, regardless of hemisphere.
Release times follow regional time zones, not hemispheres. For example, I'm in California, and was playing the game at 9p on March 19, the same time as those on the East Coast, where it was midnight. It was also midnight in Peru and Colombia.
They should have just called it the diving update or ocean update or something, would have caused less confusion and a bit less of a negative reaction.

Yeah July update works too. Hopefully for the next update they are more neutral with their wording to prevent what happened this time with all the arguing.
