The point of the diving trick is to be out of animals sight. So can you just stay in your house to do it?

Also does raising friendship really increase the odds of getting a new project?

i don't know anything about a ''diving trick'' so i can't tell you anything in that regard.

however...
i do know about the villagers, and i can tell you that a higher friendship indeed does raise the change of them pinging you for a PWP.
( just fill all 16 item slots of your inventory with flowers, so they can't ping you to sell/give you something, or ping you to make you buy something for their house or in their inventory )

NOTE: they still will be able to ping you for going to either your house or their house.

Not sure about the second question, but in regards to the first.... Technically it would work, but you'd have to stay there for an hour or so (as opposed to the five or so minutes needed for the diving trick), and talk to a villager you're not trying to get PWPS from. They will say something along the lines of 'you look tired. Maybe you should get some rest'. Them, usually the next villager that sees you will ping. Going in and out of buildings and Main Street actually resets the standard 'ping timer', for lack of a better term. Sometimes you can get pings just playing normally, but I wouldn't rely on that.

I would just do the diving trick. Wet suits are easy to come by, and the diving trick only takes ~5 minutes. Heck, I've found that I don't even really need to go to the furthest part of my map; just going on the beach and fishing for a little bit will give me a ping. I'm also not too sure about friendship level because Elmer has requested 2 projects and Antonio has requested one, and I'm not that close with either of them.

I have tried sitting on a rock and it worked just as well as diving. Getting in and out of the sea with the jellyfish and all is such a pain...

No, being in your house will not work. It's in a different part of the 'map', so to speak.
