Diving trick taking forever?

I've been doing the diving trick for more PWP's all day and I haven't gotten a single request. I've been treading water for five minutes, have trapped all my villagers, my pockets are full of flowers, I'm carrying no money, and I'm even in the process of building a new bridge, which apparently increases your chances of a PWP ping.

I should probably mention that I just got the ability to build PWP's yesterday, so I don't know if that has anything to do with it. Maybe I'm just impatient. XD

Yeeeah... it takes LOT of patience and lucks. Sometime the villager will request a PwP after first try, and sometime it take me more than 10 tries.

My sister had trouble with this method but I have not had trouble with it yet.

Ok... I just hope it's not because I'm starting it too early. I was just able to build PWP's yesterday after all. So far everyone's just asking me random questions and asking for a new catchphrase/greeting. -_-
