He's adorable. I was already attached to him from New Leaf. Also, he used to sell me paintings a lot in New Leaf and they were always fakes. It became a running joke for me when I used to daily blog about the game. (A weird thing to get attached to, I know.)
I really like how they gave him an interest in music in New Horizons. He spends a lot of time singing, dancing, and when he goes over to my music venue area, he's always playing with the instruments over there! And the items of clothing that I gave him, he wears often multiple times a day (a cute little white tuxedo jacket and a white top hat). I just really find him cute and I like how his personality has changed a little since New Leaf. I'm so happy to have him on my island (thanks to a friend that found him).

It's the same kind of formula that was exploited again in Raymond's case, lol; flirty/cute personality, a cute species (if he was an ostrich I doubt he'd be nearly as popular), and has a bit of a bishounen vibe. Not personally my fave but I can understand the appeal. 
While I did find Marshal a bit more enjoyable in New Leaf, I'm finding (why did they change the personalities so much ugh) I still just enjoy his personality a lot, and how at first he seems self-centered but as you build friendship, he starts to focus more on you instead. (I'm aware that's the same for all smugs, but every villager still seems different, even with the same dialogue, in my opinion.)
I also really like his design, and how he kind of reminds me of one of my rapper that I admire a lot. (which I know sounds weird but.)

I like him because is always kind of frowning but not in a scary way, but a more skeptical way. I also like him because he is stylish (his colors blend together nicely, and his house is a very modern hip cafe-ish theme. In my opinion he is just a really cool modern-ish villager!

I don’t know for others but Marshal is my best boy for very personal nostalgic reasons. He was new in NL and not yet popular at that time when I played the game and he was my very first move in. He plotted his house right beside mine, ruining my plans for a yard (no plot resetting yet as this was pre-welcome amiibo). I just saw his name. Didn’t ring a bell. Huh. A new villager I decided to hate. He moved in and won me over. We became so close because he’s literally two steps away from my house. Every time I log in the game my first order of business is to look for him. He was so sweet to me too. He keeps telling other players who live in my town that I’m his best friend and they should all be jealous of me. They got screenshots and showed me. Since that time, I can never play the game without Marshal. He’s in all my NL towns. He’s now in my island. He’s my best boy and the only one allowed to live near me. I don’t even care if he became super popular. To a lot he may be Marshal, the most popular villager in AC but to me, he’ll always remain as Marshal, my best boy who lives next door.
I think the Smug personality is honestly so creepy in general, and he is the only one of all of them that I can stand because he's so small and cute that I can kind of overlook it. I don't know why it doesn't creep me out when he says the standard smug things, but it makes my skin crawl when anyone else says them or acts flirty. Nothing against furries but I just really don't want my animal villagers hitting on me. Especially if they look like an old man bear.

honestly wasn't the biggest fan of marshal either but my friend has him and he's just too cute! i love squirrel villagers though and i love how tiny and adorable he is. his design is simple and i honestly prefer simpler designs (molly and apollo are my top 2 and they have pretty simple designs) so he's really grown on me! he also reminds me of someone i adore so to me that adds a lot to his charm! klaus is my favorite smug and i don't plan on letting him go... but if i ever had the chance to get marshal i think i would have him live on my island for a bit.

To add to others, I was using campsite+guaranteed personality move in tricks hunting for raymond and then I got marshal in campsite... picked him up figuring i'd sell for NMT and continue search... nope. He is so small and cute... so much that NH's over the top smug personality seems calm and mellow to me when he's saying it. It really sealed my fate when I saw his house, it's coffee themed and plays one of my fav KK songs, KK Bossa like please
So I changed my mind about Raymond and am now searching for my other cat son, Kid Cat.

i don't really understand why he's SO coveted, but he's one of my favourites just because he's small and round and the lil grumpy face is really cute.
To be fair, I think he's maybe 3rd or 4th in popularity at the moment in New Horizons at least. He's definitely behind Raymond and Judy at this point. He might be ahead of Audie now though. He's one of the best smug villagers imo at least. Super cute and his attitude with his design kinda just forces a smile on your face when interacting with him.
