I currently have 10, with someone leaving on 1/8.

Should I TT to that date, then visit another town?
And do I just talk to that villager?

You will have to tt to the 9th so that the villager has moved out entirely. Once they are gone you can go to the other town and invite the villager to move into your town.

Yeah once you get 9 or less villagers you visit the person's town who will have the villager in boxes,and then you go and talk to them and persuade them to come to your town, TT a few days and VOILA!~ You got the villager :3 But on these forums you have to be quite quick.. Or rich xD
