Cycling Question...

I hope this is the right place to put this//
Sorry if this is a dumb question, but I'm trying to get Willow back, she moved unexpectedly awhile ago (2 months ago I believe). I know to cycle villagers and get an original character back you need to cycle out 16 but does that mean 16 after the certain villager moves or all in all 16?
She is in my shopping area now if that means anything- along with all the other cycled villagers.
Help is appreciated, thank you

It means 16 after Willow moves out Willow should disappear from main street after the 16, meaning you can get her back from another player! c:
