Cycling question? Stubborn villagers won't move ;-;

So I've been trying since 9 am est this morning until 2 pm now to cycle Savannah or Sally out... So far I've had all my villagers except Apple request to move. Does anyone have any advice on how to successfully cycle unwanted villagers out while protecting dreamies? :/

I was also sending both Sally and Savannah letters almost everyday with gifts attached and was completing their requests pretty consistently. However, neither of them seem to want to budge.
I've also been limiting to how much I talk to my dreamies per day. Just once each day per dreamie just to see if they ping/say someone is moving.

This is really frustrating because I have a dreamie lined up to move in, and I've been desperately trying to cycle one of the villagers out. Please help D:

Ughhh, I remember the struggles of cycling back when I was trying to obtain my dreamies.
It just takes a lot of patience and time. Keep doing what you're doing (talking to them, sending them gifts, doing tasks for them, etc.) and hopefully they'll ping to leave D: Good luck!

ugh it does require a lot of patience ;-; I'm getting frustrated but hopefully I'll have some luck soon ~
