So, is it simply impossible to take a design someone besides me has made, and put it anywhere in my town for my villagers to use? I have some clothing designs I downloaded via the QR codes or whatever, and once tried putting one on the dress form in the Able Sisters shop, but it wouldn't let me. I just finished a custom design sign for my town, and it won't let me put the clothing design up, either. I don't get why the custom clothes in the Able Sisters say they're made by "Someone" from "Anytown" or whatever if you can't put someone else's clothes there and have those names show up instead. I really wanted to see my villagers walking around wearing one of Elsa's dresses from Frozen.

It will only allow you to display designs you made. Each design is assigned a creator and each creator an ID number. Since someone else's QR design won't match your creator ID, you can't display their designs.
There's an online tool that will allow you to change the ID of a design to your own so that you can display it (best for signs as it accepts a single code at a time). As well as an app (for Android, I think?) that does the same, but is better as you can use it for clothing designs, etc, as well.
