Critterpedia missing

I am wondering what happened to my critterpedia (and other apps on my nook phone). All the other players on my account have it (and more apps than I) also Tom nook no longer tells me about the animals and bugs I find. Wondering if anyone knows what happened?

That's odd critterpedia is avail day one. Did you pay off the first loan? The one involving nook miles. Try that.

Some apps only become available after certain progress has been made. Eg Diy thru Tom nook workshop
