Confused?? Need clarification

So Deirdre moved out of my town. I want her since she's the uchi I like. I just tried to get her again from someone but I wasn't able to ask her to move in. I have 9 villagers and there's no random move in plot so i'm at a loss. Do i have to wait for her in the 16 villager cycle or can I just not get another random Deirdre.

Pretty sure the restraints for moving in are:
10 villagers
any villager moving in
the villager being within the past 16

I tried before to buy a villager that moved out not long before and it didn't work so it was probably the cycle

You won't be able to get Deirdre again until 16 villagers have moved out after her. Once 16 villagers have moved out after she has, then you should be able to get her in your town again.

Ah that makes sense. I had no clue how the 16 villager cycle worked. Hmm well that's a problem since my town is full of my dreamies so I'm just gonna look for Pashmina.

I was TTing alot to get the emporium and I guess I didn't talk to her enough (I make sure to talk to each villager everyday when TTing excessively) so when I went on the day the emporium opened, Isabelle dropped the "today that important to your town's needs villager is leaving today" bomb. I was not happy haha

Awful, isn't it? I made a silly mistake when doing some cycling in my main town and I lost Genji. I was gutted. I want to cycle to get him back since he's a dreamie, but I have about 6 dreamies and the rest of them are my favourites so with 10 cycles left I'm not hopeful right now...
But if you absolutely love her, it is an option. I have done it before, I recently got Erik back. Another cycle feels too far for me right now, but maybe if you find you really miss her or if she's a villager you really love you might give it a go?
