Confuision about a villager moving in...

So, I recently had a villager move out (About 1~2 months ago) so I had 9 villagers in my town and everything was fine. But today I logged on and suddenly a plot for a new villager appeared, which I understood couldn't happen if you had 9 villagers. Now, I looked up who the villager is moving in (it's Flo if you're curious) and she isn't any villager I've seen in my campgrounds before. Does anyone know why this happened?
 
She's from either Streetpass or from the void of a recent visitor to your town.When you first talk to her she should tell you what town she's from.
 
Well I don't streetpass with anyone nor had any villagers to my town recently. I have been travelling to towns recently though, so could that be perhaps how it happened?
 
the void is basically any villager who moved away and wasn't adopted. every town has one. some are considered 'cleared' or 'empty' though. to empty your void, you need to travel to a town with 10 villagers. however, if you travel to a place with 9 villagers, your void will be emptied into their town. ex: if rosie was in my void, and you came to my town with 9 villagers. rosie would move into your town.
so yes, the random villager was probably picked up from someone's void.

Ohhh, okay. I wish that whoever it was that had Flo told me so I'd have a heads-up, but at least her house didn't land on any hybrids.

You can't clear your void, it's a myth.

I don't think it's a myth so much as it's got a "chance"

There have been a few times where I've tried to get voided villagers and have not. There have also been times where I've had 9 villagers and had many visitors and gone to many towns without ever picking up a voided villager~

My theory on the matter is that whenever you visit a town, or someone visits you, the game has a "chance" to dump a villager. If the RNG deems it so, the void reacts. If not, everyone stays put.

So if you visit a 10 villager town and the RNG tells your void to dump, it can't dump into that town because of the max. Therefore it "clears" because since it tried to dump and could not, it will not longer attempt.

The term "clearing your void" is a bit misleading since you are right, you can't CLEAR it. That'd basically mean skipping your 16 villager cycle~ But what these people are referring to, which is basically clearing the CHANCE for your void to dump a villager, does have some testing to back it~ The reason it fails at times is because, as I said, it seems to be a chance. So if you go to "clear your void" and the RNG doesn't land on a drop chance, you've essentially failed to do so.

It's just a theory but given my general experience with the matter and my slight knowledge of behavior from both this game and others, I think it has a bit of plausibility~ Take it or leave it though. That's just kinda how I think of it and I'm sure I'm prolly wrong x3
 
That's exactly how i got shep..... I really don't like him and i'm working on getting him to tt so that i can give him to someone who asked me for him.
