I am not 100% but to catch one its:
Got to be raining/snowing
no specific time of year
dawn, dusk or night
looks like a shark in 'shadow' form.
Is this all correct? pics would help me ALOT
 
Yeah. It has to be either raining or snowing, and either around dusk, night, and early morning. The shadow is big, like a shark, but without the fin. I'll post pics when I find some.

yea, i think i saw one when i went to blue's town but it bit and ran in under a second

Yeah, you gotta be quick.
It shows up a lot when it rains. So there isn't just one a day.

Also: they are more common during thunder storms rather than regular rain showers and snow.
