I've given him the signatures and waited days but it won't open in my town. I also time traveled while it is building so that might've glitched it? I've tried time traveling to 2050 and waiting actual days for it to open and it didn't work. If anyone knows a solution that'd really help!
So I have heard time travel messes up the construction time. It takes 7 to 10 days with in game time. If you are skipping days ahead it won't clock any of those days. I had to play an hour or two each day before traveling and finally after two weeks of in game play and time traveling to the next day did it open. This is what worked for me so hopfully it will work for you too.
