Can you have a perfect town with the garbage can PWP?

I know that the garbage can is horrible for town ratings, but is it possible to maintain a perfect town with one built? I want one for its functional purposes but I also need to grow jacobs ladders.

I don't see why not, but just in case, why not put a garbage can (furniture item) in your house or your storage room?

Yes, it actually doesn't have that bad of an effect on your town rating. I have a garbage can and a drilling rig in my town, and it's still perfect. I like having the garbage can outside so I can quickly get rid of rotten fruit, and flowers that villagers plant in the wrong places...

Yeah, in my old town I was able to have the garbage can and maintain perfect town status for a significant amount of time.

Yes, you can. But, this is what the Wiki has to say about it:

"This particular project is considered unsightly and may result in more difficulty in achieving and maintaining Perfect Town status."

While on the other hand, the windmill helps you achieve and maintain Perfect Town status!

i have two garbage cans and i still have a perfect town. as long as you have enough positive pwps to balance it out you should be good
