Can you ask a villager to move in before they've been cycled?

I want Gladys to move back into my town, but she moved out before I even knew about cycling villagers, so I have no idea if I've gone through 16 or not. If I try to ask her to move in, will it just not give me the option to ask her at all? Or, if I can ask, will she just not come?

Don't believe so. I think 16 villagers must of already been cycled through. I also don't think they remember being in town. Don't quote me on that though.

If you try to ask her while she's in boxes, she'll just never present you the option of moving to your town.

If you're unsure where in the 16 you are, check Main Street. When she first shows up you're about halfway there, then when she's no longer around, you're usually able to get her back.
