Can the old villagers (added in the update) move in randomly?

Has anyone figured out if these returning "vintage villagers" can move in randomly, or if it must be by amiibo card.

I believe they are exclusive to the amiibo cards. Not sure if you can adopt them from someone else's town either.

They are amiibo card only. And yes. You can move those kind of villagers to your town from someone else. I got Raddle that way.
