Can someone pick a villager to move into their town and then retrieve them later?

I like this Eagle named Frank, he's all big and green but his location is probably 2nd worst place he could have moved into to (Muffy moved infront of my house -_-). Anyways if I get him to move to a friend's town and my friend makes him move, can I take him back? I heard you couldn't but I wonder if anyone's tried this before.

You need to cycle through 16 new villagers for the game to remove the data that he was ever in your town. You'll get him back eventually, just not right away.

If you give Frank to your friend, you'll need to cycle through 16 villagers so the game can remove what he's been doing in your town. Then you'll get him back when he moves from your friend's town.
