Can people take villagers from other player's campsites?

I'm pretty sure you can't take Campers from other towns. That's what I was told. I tryed to get a Villager out from my other town and it didn't work. Though I might've given up too soon.

Some people say you can, but as far as I know no ones come up with any proof. I personally really doubt it.

Yeah, I had someone come to my town and try to get my camper to move in, and it didn't work. He had talked to the camper for a good 30 minutes and just gave up. I've never seen picture evidence of it but people say it has happened to them. Which is skeptical.

I will say no until there's video proof of someone going into another town and then they go into the campsite and talk to them enough to move them out.
