Can people take villagers from other player's campsites?

I have Diana in my campsite T^T and she is one of my dreamies and I can't have her as I have 10 villiagers~~
So I wanted to give her to someone else~~

You could always have the villager move in, talk to them once, and then ignore them. When they go to move out, then you can give the villager away! Other than that, campsites are reserved for you and you alone.

I would love Diana to move into my town but as i said I have 10 villiagers which means I have no space for her T^T

and damn as I hve another coy of the game that I've been trying to get her to move in to T^T
