Can I invite villagers to my campsite?

Is it possible to invite villagers into your campsite or do you just have to wait for someone to show up?
For example, if I see a villager an an island tour, can I ask them to visit my campsite or only ask them to move in?

I know for sure you can invite villagers to your campsite through amiibo cards, but I'm not sure about islanders. I always thought you just ask islanders to move to your town directly, no campsite involved. I think you'll just have random campers appear from time to time like in new leaf, but perhaps someone can clarify this for us!
