Can Amiibo Card Villagers Move Out Naturally?

I've read that the amiibo figures (e.g W. Link) Can't ping to move out, but what about the cards? I want to move someone in, but I want to know if I can get them out without another card.

I believe they can move out on their own. I just think the amiibo figure villagers like Wolf Link or Inkwell cannot be adopted, but any amiibo card villagers can.

I mean, not like it matters if they can ping you or not. If they move out you can just drag them back in via figure or card if you still have them. XD
