Can a villager move when there is another sick?

You know, I did notice that when a villager was sick I wouldn't get any of the regular moving rumors (including the ones that mean no one is thinking of moving). I dunno if there's any correlation, but it was at least noticeable to me.
Anyway, if you want to check to see if anyone is thinking of moving you can just time travel a month into the future, click New Save file, and check your map. If anybody is missing head back to the present without saving and handle the situation.

Well, your sick villager won't move out, but anyone else might ping. Have you spoken to that 10th villager? I'm guessing you picked him up from a wifi visit with the town he used to live in. I have gotten one lovely villager that way, but the others did not stay very long. Hope Phoebe feels better soon

Yeah, I did notice that too, but I wasn't sure if it was a sign that no one would move. I just thought it was super weird that someone moved in when I had 9 villagers and that someone was sick. I kind of need Phoebe to heal and move out. I'm trying to get Dierdre. :c I wasn't able to talk to the 10th villager because he just set the plot there. I'm just glad it didn't act as an obstruction, but he needs to move away soon.
