Can a villager move in?

One of my villagers moved to another town today. I have 9 villagers living in my town right now but that 10th villager's house is still in my village. Can I get another villager to move in even if they house is there?

You have to wait til the next day when the 10th villager house is gone and completely move out only you can invite another villager in^^
