Can a villager from the camping ground move in if another villager is moving in?

My campsite has been empty for ages. Literally. Anyhoo, today I found out that Fang had deciding to set up camp there and I must say, in the 5mins of talking to him I've fallen in love and would love for him to move into my town. But every time I asked he said no. So I thought I'd try again later and continued with my tasks. That's when I discovered that a villager called Rooney had already set up a plot ready for him to move in tomorrow.

So will Fang not agree to move in because there is already another villager in the process of moving in? Even with Rooney my villager count would still only be 9. Or is it just a case that I need to bug Fang some more?
 
Bump. I'm still struggling with this. Anybody got any ideas on it?
 
i think you should be able to invite fang in because rooney has already plotted and fang would be your 10th villager... keep asking that big guy to move in! :)
 
If Rooney's plot is already in your town and you have only nine villagers then you just have to keep asking Fang to move in.Here's a tip:Empty your pockets and don't carry any bells into the tent so Fang won't ask to play any games and it will just be the standard camper dialogue.This saves a lot of time unless,of course you, want to play the camper games.
 
Well after four hours and a staggering 34 moving requests finally fang has agreed to move to Yardley. Stubborn, irritating wolfy :3

Whoa that is a lot. My most was like 10 chat ups + 2 move in attempts. I would've given up and thought it was the game or a bug or something at that point, so congratulations!!
 
Thank you. I did start losing hope but I'm glad I didn't give up. :)
 
I didn't know Villagers could deny the offer. Mine always ended with a game. I would breathe a sigh of relief when it was the charade game. Because that one isn't based on luck like ANOTHER game haha.
