Been going round and round and can’t get the visitor to suggest the villager with the birthday. Is it possible?

It's been a little while but I can now confirm that it is possible. I TT'd forward a couple days and it was Mott's birthday - Freya showed up in my campsite that same day. It took around 4/5 tries but she eventually asked to replace Mott and I said yes. He was gone by the next day.
