Campsite villagers do you have to have 10 villagers

I have someone in my campsite and 9 of my lots are filled. I don't want to build the 10th right now. Can I get the camper to move in or will the option not work? My husband tried to get his camper with only 9 but when the camper talked to nook he said something like well I guess I have to wait until there is room. The option to have a villager move out didn't come up. I want to know if no matter how many times you try the camper won't move in unless you have 10 villagers.

you’ll need to build your 10th plot for the camper. the camper choosing someone to move out only happens if you have 10 villagers.
