Campsite villager glitch?

Yesterday I had Punchy in boxes (naturally not an amibo push out). I also had Fang visiting as a campsite villager and wanted to take him. I let someone come and take Punchy and his house went dark and it said he had moved out. I then went to speak to Fang and was expecting him to pick a random villager to move but he said Resident Service told him there was a free plot because of Punchy and that he was going to move in. I even spoke to him again to check and he talked about how excited he was to move.

Today I’ve logged on and the empty plot where Punchy was is just free (it has the board on it but it doesn’t say anything) . I’ve had campsite visitors move villagers out before and usually there is no house but the plot says sold the next day. I even went to an island just to check and I have villagers appearing on islands. New glitch?
 
Uh, this sounds weird. Yeah I don't understand what happened.
It is weird! I read up before I invited Fang to stay and all the posts I read said that it was possible to have two villagers in boxes on the same day. So I was expecting him to pick another villager to move out but he picked the one already in boxes. I thought maybe Nintendo had patched that up since it makes more sense for a campsite villager to replace somebody who is already leaving but it seems that it glitched out when it came to him actually moving.
