so i'm wondering if you can sort of 'cycle' through campers? i want to adopt a camper for originality purposes, but i don't like the ones i'm getting.

You can do a new character reset to get different campers. If you have space in your town (8-9 villagers) before you load your mayor on a new day choose instead to create a new character and go through the Rover process then once you are able to move to check your tent. If it's empty/there's a villager you don't like, quit without saving and try again. Do this until you get someone you are satisfied with and then continue on to create that character. Once you place your house and whatnot and you are able to save, save quit, once back at the main menu you can select the new character you've created and go as if to load them up and when Isabelle asks if you have any business to attend to before she loads you up select the option to demolish their house. If you don't want to keep them, I usually don't. But then all you have to do is hop on your mayor or whoever and go recruit the villager from the tent and 2 days later they will place their ropes in your town.
Depends. Sometimes a lot. It depends on who you are looking for. Typically on my cycling I'm just looking for anyone who someone has requested or who is popular. It depends. Also you can't do this trick on holidays or events, so make sure it's a completely random day.
You can start today as long as you haven't played on your mayor character/any other existing characters today. Otherwise, it won't work. If you don't mind time traveling, you can time travel to past 6 a.m. tomorrow and start immediately.
The point is that you make a new character and begin resetting before you have signed on as any existing characters for the day. When signing on for the first time in the day as an existing character, your town's state is both created and saved (when Isabelle does her spiel). When a new character is made, the town is only created, not saved (which doesn't happen until you get the TPC). Since it isn't set in stone, you can keep "creating" the town over and over again until you find a randomized state that you like. If you sign on with any existing characters, the town's state is saved and set in stone for the rest of the day.
You need to set it before 6 am. Unless you use the 3DS clock, but if you use Isabelle then make it a couple minutes before 6 then load your mayor and save immediately, wait a couple for the game clock to pass 6AM and then start.
Make sure you have lots of patience if you're going to campsite reset ! I did it off and on to make sure I had 10 villagers in my main town, took ages until I finally settled on Lolly. It's better if you don't have a set idea of a villager you are looking for and if you have an open mind it'll be easier. Good luck campsite resetting!
