Campsite and Cycling

This may sound stupid but when you meet a villager in your campsite?. and don't invite them to your town?
Are they now in your 16 villager queue?

I saw Bianca in my campsite and left her, then a couple days later she was on main street?
Just wondering

i think it only counts if it's a villager who has physically moved out of your town but??? now i'm not sure!! i've never heard of an animal who hasn't lived in your town wandering around the stores o:
