Most people have different rules about lurking, but it's essentially the cycler (you) telling the lurker (us) when their desired villager is in boxes, before posting it on the thread. Some people also tell the lurkers when their desired villager moves into their town as a warning that they could be in boxes soon. It does not mean they get the villager, it's not reserving (many people can lurk for the same villager) but does prepare the person who lurked for their villager/s.

Wait, so what happens when some people lurk for the same villager? Who gets the villager?
Example: I lurk for Felicity, then you lurk for Felicity. Who gets her when the desired villager is in boxes?
My idea is that whoever lurked for her first gets her.

Neither, unless they claim them. You would send PM's or VMs to both people, and whoever gets there first and asks for the villager on this thread before the other/s gets the villager c:
