I've heard about it and one of my favorite animal crossing bloggers has one I'm will to pay around 100k for it, name your price!
 
I'm sorry, but I don't think that there's a Bow Wig in City Folk. If you're looking for one in New Leaf, you can check out the Re-Tail section. :)
