Butch won't move in?

Hi!
Today one of my favorite villagers - Butch - visited my campsite and tomorrow Beau is gonna move in (and that is 10 villagers) and Hazel will be in boxes (back to 9), yet he still won't even propose moving in. Should I just give up? Is it impossible for me to make him move in? ;-;

No, if you already have one villager moving in, and your count will be at ten, the villager on the campsite won’t attempt to ask since there is no space for him.

No problem! When you do have space , in the villager trading threads, I’ve been able to get my facmvorite villagers that way. Definitely worth checking out
