Bushes Question?

Im gonna put some purple tulips and pink azaleas around my rack of rice
However,im not sure if the bushes are gonna grow
Its something like this:

In the holes theres gonna be the pink azaleas

They will not. There needs to be at least a 1-space buffer around the entire PWP.
