Did you talk to Bubbles at all or did the prompt go away before you can get to her?

That prompt DOES have a chance of the villager saying they want to move, so you may have. :c

on the brightside, if bubbles is the one thinking of moving out then they'll ask again next time for sure. it doesn't just change unless you stop them. (tho i'm just following new leaf mechanics here)
