Best way to get villagers to move out?

I've been trying time and time again to get Jacques out of my town. He moved right in front of retail and wrecked my paths! Is there a good way to get them to move out such as being their friend or just flat out ignoring them?
 
I've read talking to them once then ignoring would work faster, but I feel it's all random.
 
I would suggest building friendship first; I had a few times where a villager ping me to talk about moving, and when I tell them to go ahead and move he/she said something like "actually I think I should get to know you better before I leave this town and blah blah".. So they can change their minds if you're not close enough.. But that's my experience from a loooong time ago xD maybe talking to them once and ignoring after would work just the same to get them out of your town.
 
Basically just be a jerk to them, haha.

Ignore them when they run up to you.
Push them into pitfalls.
Hit them with your net until they say something and get mad.
You can also push them around by running into them. After so much, they'll tell you to stop and get upset.


Eventually they'll tell you they're leaving.

This...won't work. Being a jerk to them will only worsen the situation due to the mechanics of the friendship ladder. Use this guide. I followed this when making room for dreamies.

I usually do this:
1. On the same day that I decline a villager's proposal to leave, I save and quit, then TT 6 days ahead in one go
2. Load up, save and quit. Trust me, no one will move out if you follow Step 1 correctly
3. TT back 6 days in one go*. Do not go back 6 days one day at a time because that will cause a villager to leave
4. Find who is the villager that will ping you to tell you that they want to leave. Then...
5a. If it is the villager you want to move out, say yes, and wait for them to move (or you can TT to their boxing date)
5b. If it isn't the villager that you wanted to move, say no, and repeat Steps 1-4 until you get the right villager to move out
*TT'ing back will always count as one day that went by, no matter how many days you're jumping back

Alternatively, if you can't find the villager that wants to move, do this:
1. Go to your 3DS Clock Settings and make it one year ahead
2. Go onto ACNL and create a New Save File (very important)
3a. After Rover's speech, check the map to see whose house is missing. That will be the villager that wants to leave
3b. If there is no change to the villager houses (no one's house has gone), then no one wanted to move. At this point, continue to Steps 4 and 5
4. Exit the software (do not save at any point)
5. Change the 3DS Clock back
6. Load up ACNL, and the villager that moved out 'one year later' will let you know that they will leave

Oh, and never try to push them into pitfalls, hit them with a net, push them until they tell you to stop, etc.
This will not trigger them to move.

You could try to 'befriend' the villager you want out, but it'll take some time to do that. Since the game will try and make villagers who you're friendly with move out to prevent you from getting their picture (highest level of friendship required to obtain their picture)
