Best way to get Public Works Projects

Run around a lot. The "surprise" emotion that villagers do when they run up to you to talk can be controlled, but there is no guarantee that you will get a PWP from it. The surprise emotion can be triggered once every five minutes by doing the "diving trick" or about once an hour or four times a day by just running around and/or leaving town, thus refreshing the "page" essentially.
I'm totally going off of memory here because this was a huge dilemma for me, too when I played ACNL regularly, so there might be some inaccuracy.

You could use the diving trick to get more pwps. Basically, you completely empty your pockets and drop all your money. You then use a wet suit and swim to the furthest corner of the map. Keep your 3ds on, and just stay idle for around 5 minutes. After, just run around and you should get a ping. It may take a few tries though! Also remember that you can only get one pwp suggestion a day! Good luck ^^

I don't seem to have great luck with the diving trick, they always want to show me letters. I noticed that when I started building my initial pwps, mostly benches, they started giving me more pwps. Now they give me one most days. I just walk around doing my normal stuff and often times they ping me pretty quickly.
Is there any correlation between perfect town status and getting more pings? or more pwps and getting more pings?

not that i know of. some people say that it's easier to get if you are better friends with your villagers but tbh idk if that's true or not.
