What's the Best Cycle Method for Moving Someone who Just Moved in?

I was going to get Joey from someone very kind on here and it turns out that Hugh moved into day after I got a Streetpass. So I had Joey move into my storage town. I'd like to get Hugh out of my main town as fast as possible.

Could anyone please help me? I haven't done an cycling 6 months, so I kinda forgot how...

Because Hugh is the most recent villager, he is unable to move until another villager moves in. So you'd have to get another one of your villagers to move out first, but then you'd have room for Joey.
