Bells Won't go Through?

Hi, I'm trying to send 400 Bells to another user. It'll let me, but then I get an error from the webpage and I still haven't received an PM within 4 tries. Can someone help me?

I'm not good with computers...where do I find that? ^~^ On the side of my monitor it says HP Pavilion p6 Series, but I have no idea if that's it...? I'm using Internet Explorer right now if that's what you mean too.

Don't use internet explorer for it use chrome or firefox
